Your comments regarding prostitution are very “touristy.” Prostitution is only “frowned-upon” by the authorities. I can assure you that Vietnamese men, like men in other countries, are no strangers to finding pleasure.

Sex in Saigon is often around $20 (<500k VND) and BJ's are around $9 (200k VND). It's simply a matter of knowing where to look. Saigon has loads of Blowjob Coffee Shops, Sex Barber Shops, and Blowjob Massage Parlors.
In my personal experience, the Sex Barbershops (HTGD / Hot Toc's) are the most reliable option for full sex and the Blowjob Massage Parlors are the most reliable for great blowjobs. I can give you some advice if you're in Western Saigon:

* for the Sex Barbershops, Ma Lo Street in District Binh Tan is a great bet for a late night visit. For a daytime visit, I've seen many shops on one of the streets going East from Binh Long Street toward the Aeon Mall in District Tan Phu. The girl will often guide you up a wooden ladder to a make-shift second floor with cubicles for sex. Sex should be 400k VND (more or less).
* for the Massage Parlors, I recommend browsing through the many shops that are near a large shopping mall or near a college/university area (to find younger women working). The massage can be 100k VND to 400k VND, depending on your choice of "room" option, and the girl will want a "tip" that should be about 200k VND, sometimes more for a very attractive worker.
* for street walkers, I often see many around the Cong Vien Phu Lam Park in District Six and the roundabout to the South of the park. I've seen a few also at Cong Hoa Street in District Tan Binh. It's more convenient when there's a cheap hotel (Khach San) across the street nearby. Sex is 300k VND to 400k VND. I suppose it could vary higher with attractiveness.
* for KTV's (Karaoke Shops) and Beer Hug Shops, unfortunately I am not experienced in this area, but I hope I get acquainted with them soon. I have read online posts by Vietnamese men saying that KTV's are party/group-oriented and can be very pricey (perhaps 2 million VND per person) for an orgy of some kind.
In conclusion, there is sex all over Saigon, whether you pay for it or you try playing the game. The problem is that most tourists simply don't know where to look and settle for inflated prices in well-known areas.
